How can anyone deny that it is indispensable to create conditions that dissuade mothers from having recourse to abortion? Nonetheless, legislation that liberalizes abortion is, by its very nature, an incitement. Previous legislation had mostly a preventive function; the threat of a penal sanction had a dissuasive effect. It is reassuring to state that today certain positive measures are contributing toward preventing abortion, especially when they are accompanied by a warm welcome, adoption, and appropriate financial help.
Nevertheless, we must say that the laws liberalizing abortion barely preserve the preventive role except as a preliminary, purely formal, even non-existent interview. We know what goes on: an appointment is arranged for performing the abortion.
